[Moodle] Moodle 1.9 Gradebook

Kent, I haven't used 1.8 so I'm not sure. I'm finding the Gradebook and
permissions "features" a bit of a head-ache but I can see that many
users would appreciate them. Other than that it's pretty much the same
as 1.6.
