[Moodle] moodle and embedded video?

Is anyone using embedded video in moodle? I've just had some brainwaves and
want to see if there is anything already being done. Can moodle take a video
file, transcode it, and have it available in an embedded (flash) player, as
well as for vodcasting? i.e. like youtube/teachertube, but local to the
moodle install?

Another thing would be really useful would be the ability to scribble and/or
add comments at certain times in the videos - youtube has annotations, and
I've just come across BubblePLY (http://www.bubbleply.com) which let you
overlay speech bubbles over the top of existing embedded videos.

More and more universities have lectures available as vodcasts, and this
seems to be the way of the future. Is anyone doing anything like this with
moodle?
