[Moodle] Release of the Ultranet Request for Tender

Likewise I am curious why no open source based solutions were considered.
Just some commercial companies .. and if they go with an off-the-shelf
commercial solution, are we paying them to do their development work or its
adaption for our environment?

It is reasonable to consider why this tender process was chosen. As any
tender process is about transparency and integrity, this means it needs to
be being open to scrutiny and answering questions we might have.
