[Moodle] Manually created id's in moodle

Yes that is what I am trying to do. However, the user is able to change
the password if they edit the user profile, which I am trying to
prevent. This is only for a manually created userid in moodle. We use AD
authentication for our students and teachers and the option to change
password is not available in the user profile for AD created users.
