[Moodle] Moodle Unicode Conversion

I had to go into my SQL Database control panel where I found a simple menu
item which implemented the conversion.

I am running Moodle 1.6.3 and now have space and time to upgrade to 1.9. I
know I need to convert my DB to unicode and have read the docs but cannot
find the tool to do it. Where is it hidden?
