Hi Robert,
	I think this will be because your course creators are at the
site level, therefore have permissions on the whole site. If you make
them course creators at the course category level that they need to be
in, it should fix it. It is more work to do that though, but probably
better in the long run, so they can only create courses in their
category(s).
