[Moodle] login authentication

Hi all. 

 

I have a student Johnson.el who logs in to moodle and gets only student
views. I also have a teacher Johnson.e who logs into moodle and is also
getting student access only. The teacher is not able to create any
courses. Has any one encountered this kind of problem before ?
