You need to put the <img> tag in the Name line of the resource when creating/editing it. This will need to give the full url of the image file on your moodle server.

Subject: [Moodle] Images in topic Summary
Dear Moodlers,
I'm experimenting with putting small images in the topic summary. I want the image to appear opposite the list of resources/activities. This does not happen - instead the image just pushes the resource list down.
I've seen many moodle sites where this is being done. But how?
We are running version 1.4
