Sounds like a permissions problem.
To check, cd to the directory and type ls la
See who owns the files & of the file is executable
You may need to explicitly allow the script to execute (chmod 777
moodleinstallscript will do the trick).
You should check the permissions on the whole web directory. Normally you¹ll
need to give access to the apache user which is what the webserver runs as.
To change the owner simply try ...
chown R apache /var/www/html
Where the /var/www/html is your web directory
