You probably know this, but, the current AusVELS standards for ICT are
at

If you mean 'skills' like how to do what in a spreadsheet (for
example) you won't find them - the standards don't specify that kind
of skill.
Also, AusVELS now has a use-by date - Dec 2016.
The new Victorian Curriculum based on the Australian Standards will
come in in 2017. ICT will be replaced with DigiTech (the general
capability of ICT that appears in the Aust Curric has apparently been
distributed among various learning areas of the Victorian
Curriculum).Links can be found

DigiTech the website has a lot more detail than AusVELS, but still
doesn't list specific software skills if that's what you are after.
