Maybe it was designed to allow for the notion of equal rankings as a viable option?
From Wikepedia, and we know from a forgotten Fed minsiter that it’s a great source of knowledge…

Hi Christopher. B is the least-worst option.
You're right: it allows people to give two or more genres the same ranking, but at least it forces the entry of a ranking for each genre, which the other options do not do.

And I still maintain that preventing the input of invalid data is not really a 'validation technique'.
Wikipedia says: "In computer science, data validation is the process of ensuring that a program operates on clean, correct and useful data. It uses routines, often called "validation rules", "validation constraints" or "check routines", that check for correctness, meaningfulness, and security of data that are input to the system."
Validition is an active process that verifies data that has already been input into the system.
It is more than the passive use of controls that prevent the entry of invalid data into the system.

For option B
If you group all radio buttons together then only on option could be selected. This is not ranking, just picking an option…
If you group radio buttons horizontally then you could pick all ones for each type of music.. not a valid option as it does not rank.
If you group radio buttons vertically then you could choose 1, 2,3, 4 for a single type of music… also not a valid option as it done not rank.
B is the best answer out of all of them… but still a very poor validation technique.. and not one I would use on a website for ranking. Ranking may be better served with a drag and drop scenario… or some fancy Java script and some drop down lists…
