Yes, these kind of blocks are treated rather like damage. The internet user behaviour seems to work by routing traffic around it. 

Many councils did the same when traffic devices were installed to move traffic a particular way down a road or around a residential area.Frustrated rivers just worked out other back and side streets to drive around the traffic control, now aided by a smart phone that sometimes has more sense.

Its akin to legislating to control smoking behaviour by mandating that witches hats be deployed around tobacco shops and that they should not be listed on a map.
