It all depends on what's meant by "track," "phone" and "off.” Its actually quite complicated and sophisticated.

If anybody is really concerned, remove the phone’s battery and avoid using turning it on to make phone calls, post to social media or view a map. Only use cheap phones that can be regularly given away or recycled. Personally, I would recommend considering using a land line from within the safety of a faraday-cage such as the backyard chook shed.
