As indicated in the study design (pp 28, 34) a list of minimum software capabilities will be published in the Bulletin. The list applicable for 2016 will be published in either the September or October issue of the Bulletin. A reference group is currently preparing this list.

The formulation of the hypothesis and the acquisition and manipulation of data is done in u3o2.
I'd be thinking

The study design is vague about software apart from the multimodal (think "multimedia") and 'online' bits. Basically, use any software that can incorporate multiple media forms - text, still images, video, audio, music, gestures, animation, graphs etc.
For many people this will mean 'website' but alternatives such as slideshows and other presentation apps exist.
The main constraint is that the MMOS (multimodal online solution) could be put online. With Powerpoint, Prezi, Google Slides etc, this is possible. For Powerpoint, I'd suggest you use kiosk mode to give the developer complete control over navigation.
Note: the presentation does not actually have to be online to be assessed, due to practical classroom constraints. But even if it's not online, it should be suitable for a global audience.
