This is a short answer question.

So the answer is simple.

Students should give both responses (Strategic and Tactical) and clearly demonstrate (using the case study) that they know the difference between the two types of decisions.

My answer would be the decision to implement an “online community” would be strategic. Long term , impacts the whole company etc.

What software to use to implement the online community or what service to use or purchase would be tactical. These are examples of decisions that are implementing the strategic decision… Ie what tactic will we use to implement the online community…

The question does implicitly state a higher level (strategic) decision: to assist more efficient communication between staff in different states.

The provision of the online community is to facilitate this decision and could thus be viewed as a tactical decision.

While it affects the whole company, the coffee decision is not going to determine the organisation's entire future for some considerable time.
Toilet paper choices, on the other hand are much more serious.

With Hakeem's case, it does not sound like the online community is meant to implement a bigger goal, so I'd still stick to strategic. I do agree the decision is a bit iffy.

The annual strategic/tactical VCAA exam question always tends to be rather iffy too.

I have a question below from another commercial vendor that is very similar, their suggested answer to this is Strategic, I assume because it’s a long term goal of the whole company, however isn’t the strategic decision more on the tendering side of things and the tactical to assist that goal. it says… “The decision is to upgrade its hardware”…. I thought tactical decisions were to carry out or make strategic decisions a reality i.e. to “expand into emerging markets”.

One could argue that the strategic decision having already been made to expand into emerging markets, a decision is now made that this will require upgrading hardware, ie a tactical decision.
