I agree I always felt that the SDLC was more accurate.

If there's one thing that gets my goat about the whole PSM it's that there's no part dedicated to implementation
The previous study design had an SDLC with more stages (Analysis, Design, Development, Testing, Documentation, Implementation, Evaluation) but it was collapsed in the new study design and Implementation got completely removed, not just subsumed by another stage.
I agree, it's a mysterious deletion.
