Hmm, I am also wondering who would claim copyright for any speed camera
images that "have been taken" by a driver using their car? 

(who must of course still pay the fine)

There are also plenty of wildlife camera installations that take photos when
they detect movement. If the camera owner isn't the owner of the photo, is
copyright owned by the bunyip/Tasmanian Tiger/Loch Ness Monster/stray dog
whose movement caused the photo to be taken? :-)
