Economics does impact all aspects both technical and non-technical. The budget is not itself a technical constraint hence the 2007-10  glossary differentiates between it and technical constraints. Yes a strong argument for an extended glossary. I've actually been telling my students to look at technical, non-technical and economic constraints as we also couldn't reach consensus about where the economic constraints sat.

Could you provide an example of how cost doesn't impact on technical constraints? Or that Technical constraints can be explained totally devoid of cost. I would have thought that there is crossover, even at the operational level.

Checking the 2007-2010 study design's glossary I find this:

"Constraints - Factors that must be taken into account when solving an information problem.Typically these factors are classified as
economic, for example budget available to create an information system;
technical, for example availability, capabilities and limitations of equipment;
social, for example, culture, ethnicity, age, location, education, special needs and status of end-users;
operational, for example, the requirement to use specific techniques and procedures."

Thus, technical constraints would not include budgets.

BTW - this is another good argument for continuing to fight for the expansion of the glossary in future IT study designs!

Limited time and money are not caused by technology, so I would classify them as non-technical.
Limited RAM, storage space, software compatibility issues, limitations imposed by networking protocols etc would be technical constraints.
