Hi Kate
In the past I have asked students to create HTML user documentation using either Expression Web or Dreamweaver.
Last year I cam across a free and really neat program called wink which creates a user tutorial in either swf/pdf or html files it is really easy to use and free.
Download it here: http://www.debugmode.com/wink/
Hope this helps

Subject: [Year 12 IT Apps] User documentation
Hi,
Quick question. What software do you recommend students use to create the onscreen user documentation for Unit 4 Outcome 1? The study design says Web Authoring or Multimedia Authoring - do you recommend Dreamweaver if that's what you used for the Unit 3 prototype website?
Thanks for your help.
Cheers,
