[Year 12 IT Apps] Important constraint on ITA U3O2

Hi all.

The recently-released report on 2011 ITA outcome audits has revealed a
subtle and previously-unannounced task requirement.

*The data given to students should not be normalised or presented in a form
that gives big clues as to what tables are required.
*
This is not explicitly specified anywhere, and it's not included in the
list of key skills, but the key knowledge dotpoints about students having
to know normalisation implicitly suggest it.

The next editions of the study design's advice to teachers and the
assessment handbook should make this task requirement clear and explicit.

There's quite enough to be mindful of when writing outcomes without having
to interpret the implied subtleties of *every* key knowledge dotpoint.
If VCAA have explicit demands of tasks, these demands should be made
explicit.
