So U401 is yet another database with more functions.
Is there anyway I could satisfy this outcome with  a web based theme like having to make a webpage that interacts with a database.

My reading is this:

*U3O2* is the mandated database task with a web flavour, but you don't have
to create an *online* database with MySQL and PHP etc. It is just a normal
database "to manipulate data typically acquired through websites" (e.g.
customer orders that came in via a web form).  The database itself does not
have to be online.

The tool for *U4O1* is a choice between spreadsheets and databases to
"create solutions to information problems". There is no mandated web
component.  If you want to solve an information problem that has a web
element, you can. But you don't have to.  You could do something like U3O2
again if you liked.  Again, the database does not have to be online.

Note that if you use databases again in U4O1, there are some extra skills
students need to exercise:

   - import/export of data
   - format data for display
   - create and edit a range of forms, including different data types and
   controls
   - create and edit a range of formatted reports.

Paula may have more to add to my theory  ;-)

As a side note, it's dead-easy to put a Filemaker database only with Instant
Web Publishing.  Flick an option switch in the sharing setup and bingo! it's
online.  Sweet.
