[Year 12 IT Apps] RE: Css and html?

I'm using Dreamweaver CS3 to develop the websites. As far as I know HTML is not required (but may not hurt, if you got time) but I thought CSS was. According to the "Software Tools and Functions" it is listed as one of the skills studenst should know.
Web authoring and multimedia authoring
??? Cascading Style Sheets
??? create, edit and format text
??? create, edit and format images/sound
??? links (relative and absolute links, internal and external links)
??? navigation
??? screen formats such as tables/frames/shared borders
??? tagging (metadata tags, alt tags)
??? forms.

I dont think CSS is 'required knowledge', but its handy to know if your students are up to it!
As for the HTML..again, handy to know. Some use a variety of languages at this level depending on each teachers' individual skill set. Unit 2 OC1 is the programming OC if my memory serves correct.

In Unit 3 outcome 2, are students developing webapges with a package and/or do they need to know Css/Html.
I am using Visual Web Developer as this covers all aspects and can allow for any interactive content. I know interactive content is not needed.
