This is exactly what I do. I teach IT Apps students to use Joomla and this is what they use to provide the interactivity required for Virtual Teams. We still use Dreamweaver to develop the Joomla template and modify the design of the template and deal with the CSS. The inbuilt editing of the index.php file and the CSS files in Joomla leaves a lot to be desired.

The two applications are not mutually exclusive. Dreamweaver to design and implement the template and Joomla to manage the content.

As for the argument on Dreamweaver I can only say from personal experience it can handle PHP, Javascript, VBScript and even RoR without a problem.
