Agreed.
Perhaps ICT specialists aren't too literate? 
And who would NOT use named ranges in Excel?
And; I believe your wonderfully resourceful website lampoons the use of If
functions. They have their place, but they're NOT the be all and end all of
spreadsheet design.
Overall, not a bad examination paper albeit with poor word use (evacuate- a
synonym for bowel movement?] and sentence structure.
Cheers & good luck for our clients who were confronted with this paper.

* Really amateur IT usage:
   - using spreadsheets (and presumably mail merge) for printing 
individual delivery slips?
   - Using $column$row cell referencing instead of cell/range naming?

* Repetitive: test data and IF constructs appear more than once.
