Surely if you are testing (and making changes) then the product is not finished and hence still in development.

Informal testing occurs during development.  Formal testing occurs after the product is finished (e.g. acceptance testing) to prove it fulfils the specifications laid down during analysis.

At least that's what my ol' mum used to tell me when I were a wee lad.
