The issue I have with the "numbers focus" is that it assumes it's automatically going to make people more educated. At times I think this is akin to handing someone the keys to a ferrari and saying "have fun with it" when they haven't even learnt to drive yet. 
 
No doubt they might learn something along the way, but at colossal expense.
