You don't HAVE to (AFAIK - but I have a faint nagging memory of seeing 
it mentioned in SOME official document) but it might be wise to do it 
for the sake of using modern standards.  It's your call.

As for me, I told my kids the benefits of CSS and encouraged them to 
explore it for its efficiency and consistency benefits, but I didn't 
mandate it.

Those who did use it might have scored better for efficient use of software.
