But just imagine the time spent in compliance in every school in the state
when any information is considered for collection or digital use within the
school....
It is a bit like checking every power cable every year because 1 students in
20 years MIGHT get electrocuted...
We are grinding ourselves to a standstill in the mistaken belief that
regulation will replace judgement.
In fact, regulations, when too complex to be practical are merely ignored...

Aren't these actually great questions that are generally ignored by the
business sector? I have had calls from mobile phone company reps in
India with information about me being disclosed. Is this in breach of
the Privacy Act? 
I have been offered credit cards by companies and banks I do not have
accounts with - how do they get my details?
It is probably the Vic Govt trying to comply with the Commonwealth Act.
Very interesting times.

A good example for ITA classes of the way a good concept is corrupted by
governments that have no regard for efficiency or effectiveness. only
for
making sure the paperwork is done so that regardless of outcomes,
someone
else can be blamed.
