The 1988 Act applies only to Commonwealth (Federal) government bodies.

The 2000 (Private Sector) Act includes the private sector.

So A) is correct.

D) could also be correct if you wanted to read more into the question (and I tell students to not do so), and the real estate agency was a contractor to the State Government. As the question is general and not specifically stating whether the organiosation is Victorian and/or a contractor to the government D) cannot be correct.

B) is incorrect because the organisation is not in the medical sector.
