We will use social prohibition which can work. As our system gets up and 
running, our policy will be "Teachers will NOT accept ANY work or 
respond to emails regarding student issues from private email addresses."
This is far more effective than trying software blocking. Positive 
social engineering.
We will inform teachers of the pitfalls of allowing students and parents 
to know their DET edumail address and the reasons for using a school 
address (tracing, verification etc). We can inform parents that they 
have exclusive access to a school email account and that we will not 
allow any confidential information regarding student progress to be sent 
to an email address that cannot be verified. Parents can understand the 
reasoning behind this when explained to them. Parents wishing to contact 
teachers can do so through the school email system where they have 
accounts as well.
As Mark said, you cannot stop students using private emails to message 
each other, but when it comes to accepting work, communicating with 
teachers etc etc, you simply tell your staff - under no circumstances 
will you accept an email about school work from a private email address. 
If you do, you are on your own.
That's what I reckon anyway.
