The VCAA published assessment advice in the VCE assessment handbook 
(pale blue cover) last year.  None of the descriptors are mandated - 
they are presented as 'a guide to the standards expected when setting 
and marking assessment tasks'.

In other words, if your task is radically different in difficulty (much

harder or easier) to the guide descriptors, or it leaves out important

skills, you will probably need to rethink it in case your tasks are 
audited.

Remember:  the study design IS mandated, so the skills and knowledge in

it need to appear in your tasks.

The assessment advice helps decide how complicated your tasks need to 
reasonably be.
