I'm not exactly sure what you mean by :
"blogs (presume the functional distinction is that blogs retain each
individual's contribution stream seperately)"

Blogs keep someone's post (entry) with all comments related to that post
together which would be similar to a forum.
I personally use both, but I think blogs are much more powerful when you
consider that other media types can be easily added (pictures, files, flash
files, video, podcasts, etc)

In the context of Michael's original question (ask an expert), both a forum
and blog would be suitable.  If the creator were interested in other
aspects, perhaps looking at a blog would be a better option.
