[Year 12 IT Apps] Show file extensions?

Hello all,
This concern about technicians controlling what is allowed in schools arises
in many forums, in many states, and in several countries
Why is this? Surely these staff are paid, and have a manager, and are
accountable for these decisions? Who directs the tasks they do? Surely if
they are doing something other than what they are instructed to do, they
face the same consequences as any other employee?
How did we let this situation develop in so many different education
jurisdictions?
