[Year 12 IT Apps] OT: Computer rollover

The below is fair enough, but getting away from user-pays and back to
internet costs overall-- what should schools be prepared to pay for
educational internet use? As I started earlier, it seems to me that
schools are starting to baulk at prices that are a tenth of true the
value of the internet as a resource relative to other expensive
resources.
