It is a trust thing !!
Microsoft does not trust like you do
Use Kevork's marvelous search facility for the lists and look at
solutions that were proposed for the same problem with vb.net installs
In the past there have been some very detailed explanations that have
solved these sorts of problems
Good luck - not everyone publishes to stuff that google can access
Have you ever noticed that Kevork has managed to keep these lists away
from google ??
Although some of the stuff that is on the website is out there - thus
solutions on the list will not appear in google
These lists are a marvelous resource - Kevork has done a great job here

"Me.Dispose()" also works but I do not think it is the correct command
for Quit button. I have exactly the same problem and have not found a
solution yet. I googled the error code but the solution I received does
not work. Help!!!

Colleagues
I have come across this message before. Have you tried to replace the VB
command "End" with "Me.Close()" instead for Exit or Quit buttons?

We have just installed VB.NET 2005 Express in some of our labs and are
having some teething problems, even with trivial programs. eg. a simple
greeting program or calculator.
Things are generally ok until we click a Quit button (triggering 'End'
in the code).
The attached file contains a snapshot of the error (from a compiled
version of the program).
The problem is basically security connected. I have done some quick
reading on the complex (for me) security provisions within VB Studio,
and was hoping that making a project 'fully trusted' would be enough to
get around the problem. Not so.
One of our IT technical staff is looking into it, but I thought I would
ask if anybody out there has been through all of this already.
btw, installation on the home PC does not have these difficulties.
Hope someone might be able to help. Frank.
