The usual meaning of Primary Source is that it was written from first-hand experience while secondary sources are based upon Primary data.
Since most authors of "How to ..." books on software presumably work with the software rather than just the documentation (be it Primary or secondary, internal or external), the books are presumably primary source material. I believe that Primary means "from personal experience" while secondary means "based upon the experiences of others".
