Our College has an online bullying reporting system where students can confidentially report any form of bullying. These are monitored and investigated by Level Coordinators. If genuine, normal College disciplinary procedures then kick into action. Any time wasters are dealt with as well. If the network is used to do the bullying, specific network, email and internet penalties are additionally imposed.

Criminology research indicates that the belief in a high probability of a
significant punishment is more deterrent than the severity of the
punishment.
I suggest the best strategy for maintaining order is the very open
apprehension (i.e. no attempt to maintain confidentiality when apprehending
students e.g. use PA, remove obviously and formally during a class etc etc)
and punishments that the offenders consider a real pain (e.g. fewer and
fewer punishments make and impression on some students. Need to be
creative. Lunchtimes and recess when others are in class. Some school
shave Saturdays - wish we did. After school detentions. Suspension is
often a holiday. Exclusion form classes which have access to computers
etc).
If both these things are done (public awareness when someone is caught) and
exemplary punishment where students feel pain, then the "word" is well
spread by the students themselves (they love to talk about someone else
being in trouble etc).

Chop his hands off and tie him to a pole in the quadrangle.
While some may see this a little harsh, it is his second offence.
(for those who cant read sarcasm in email, I'm joking)
But it does raise the point of swift and strong punishment. It may seem like
something small but small things can take hours to track down and correct.
Send his parents a bill for 2 tech hrs at $150/hr.
I would certainly remove him from the network for a good length of time.

How would people respond to the following:
A student is caught loading mischievous vb scripts onto a school computer
more than once. What would be considered a suitable and fitting reprimand?

The LT Coordinator removes the bully's network access privileges for a month
for misusing the network and
the Year Level Coordinator takes care of the discipline re bullying (quite a
process here. I think its warning, meeting with bullied (if they agree) to
sort out the problem, contact parents, repeat offence = detention or
