Since my last posting, I have found
http://privacy.gov.au/act/review/index.html which talks about a Review
of the Private Sector Provisions of the Privacy Act 1988, conducted in 2005.

This led to http://privacy.gov.au/act/review/review2005.htm which is
about 319 pages long with 85 recommendations.

One recommendation is "The Australian Government should consider
retaining but modifying the small business exemption by amending the
Privacy Act so that the definition of small business is to be expressed
in terms of the ABS definition, currently 20 employees or fewer, rather
than annual turnover."

Another recommendation refers to information release during large scale
emergencies.

However, I still don't know if or when these recommendations will become
law.
