Well said Robert !!
The only practical approach to this morass is to encourage and assist the development of assessment tasks that will do the fine
measurement for us (such as VCAA Assessment AIM On-demand is doing for Maths/ Eng/ Science).
We need to concentrate on TEACHING the most important concepts (many of the general concepts in VELs are nearly as good as the
original Frameworks so we shouldn't complain too much).
The provision of learning targets as atomised progression points will encourage the exact opposite of curriculum integration (which
seems to be the central (and unstated) target of the changes).
Lead the teaching to teachers with a brief to integrate, engage and deepen.
Leave the quality control accounting to assessment specialists who deliver the tools and provide feedback so that natural imbalances
that are intrinsic to creativity are gently curved towards a balanced curriculum.
Specifically,
- buy/ copy from overseas/ develop a few tests/ tasks etc that give indicators of the key targets.
- STATE to parents etc that inferences from them will be used to inform the assessment until better tools are provided by VCAA or
its like.
- ensure that the tasks are NOT chosen by the teachers of the cohort (so that teaching to the test or the task is avoided)
- give gentle feedback to teachers that encourages gradual achievement of comprehensive coverage of skills/ knowledge/ attitudes
without losing the focus on integration and creativity.

As Paula has said, we are not comparing a Year 10 class with a Year 7 class; nor are we assessing students in 'Flash' - we are
trying to assess students'
level of learning/competence/achievement in three areas of IT (the 'dimensions'); for example, do they "Individually, and as team
members, students apply a range of techniques, equipment and procedures that minimise the cost, effort and time of processing ICT
solutions and maximise the accuracy, clarity and completeness of the information" [levle 6], OR are they only at the level of
"Students independently apply a range of processing skills, functions and equipment to solve problems and create products which
contain minimal functional, typographical, formatting and readability errors."[level 5] ?
'All' we need to do is decide where each student sits on the scale 1 to 6.75, in steps of 0.25 'The system' will take care of how
far ahead or behind the student is.
Sounds great in theory, but when you consider that the two statements above are just two out of a veritable bucket load (and that's
without the progression points), then what makes me cross is the complete lack of resource the dept has given us to to implement
this. All we have is two websites that don't match (VCAA and SofWeb), that each contain a mountain of information, and (for the
Sofweb site at least) contain conflicting documents!
And we have to make it all work by next year (or if you teach English or Maths - this year!)
