[Year 12 IPM] New glossary, old mistake

New Study Design - same old goof.

On a few occasions I have gently pointed out the goof in the glossary's 
definition of "capability".  But thanks to the VCAA for the next 3 years 
"a modem may transmit data at 56 bps".

It's Kbps, people!  Kbps! KILOBITS! I even told them formally as they 
were soliciting feedback on the draft.

I'm convinced they used the same blind proof reader for the study design 
as they did for the past few IPM exams.

ARGHHHH!
