Sure Keith!

I guess I like Dreamweaver best. I use its coding editor much more than
its WYSIWYG page since I'm moving to semantic web authoring. My
favourite features in DW are its template creation tools and the Site
Manager.

Other (Windows) tools I've tried are:

HTML Kit
which is very powerful and FREE. My weaker students find it confusing.

Notepad
is free and works but of course does not support tag highlighting or
editing. There are some cool Notepad replacements which do. I focus on
Notepad for my year 11 students. Since they all have Internet access
I've set them the task of identifying how to create and then upload
pages to their families' web spaces.

Arachnophilia
has good features, is free and written as a Java application

And when I'm working in Linux - good old Emacs with its html-helper mode!

I've made a CD for my students with OpenOffice 2, Firefox, Thunderbird,
HTMLKit ad CoreFTP - all legally free.
