[Year 12 IPM] Help with new IPM 2007

In the new study design there are 2 x Unit 3s and 2 x Unit 4 sections.  Are these distinct subjects or are we expected to teach both IT Applications and Software Development.
 
Simple understanding I'm sure but cannot find any written material to support this.
 
Please guide a wandering soul.
