[Year 12 IPM] Government contractors

I had a bee in my bonnet about that IARTV exam question that said that 
government contractors were subject to the 2000 amendment.

I checked http://www.privacy.gov.au/government/contractors/index.html
which points to http://www.privacy.gov.au/publications/IS14_01.html

While Health Authorities would warn against trying to read the whole 
thing (it causes headaches), there are separate conditions for 
contractors, which seem to stem from the Privacy Act rather than the 
2000 act.
