[Year 12 IPM] Microsoft Office Licencing Query

We have been using StarOffice/Openoffice for some time, and will possibly switch to OpenOffice 2 which some of us have been using for much of this year:  its free, can be given to students and will read and write MS Office files.

We are an independent school currently looking to upgrade from MS Office 2000 to MS Office 2003.  We have approximately 400 workstations across the school (including primary & admin offices) and our IT techs tell me the best price we can get is just over $40K (about $100 per machine).  This seems rather high to me and would take a huge chunk (ie all) of the software budget.  I was just wondering if we were doing something wong or not talking to the right people and what others experiences were.

Any advice would be greatfully received.
