[Further Maths] Understanding a Matrices Question in the Heinemmann Book

My best student came to me with the same problem

The value for the transitions for adults should be 92% remain adults, 8%
die and 4% produce children.  These do not add up to 100% as the
population increases due to adults having children and decreases due to
people dying.
