There has not been an Australian textbook published for English Language other than the Heinemann (1&2, 3&4) texts or the Macmillain (1&2 text, 3&4 CD) which were published around 2001. They have been reprinted along the way, but I'm not sure if the CD is still available. There are many supplementary texts, grammar resources, UK texts around that dip into elements of the course, but no single up to date text that fits the new study design.
There have been plenty of rumblings that it is on its way since 2005...we're still waiting. Teachers of the study tend to use multiple resources comprising newspapers and everyday texts, as well as grammar texts and refer religiously to the study design as it is quite content heavy.
As for competency of staff...many of us started teaching it when we were thrown into the deep end and learnt the course as we went along, often as the kids were learning it. Those of us who have taught it are much better English teachers than when we started out as we can now integrate a whole new element into our mainstream English classroom. Isn't that what teaching is about - constantly learning new skills ourselves so that we can help our kids?

I need to show that other school like PRSC are finding it successful. Concerns have been raised about teacher ability to take the course (thanks to Janny for your comments on teacher upskilling benefits), and the ease with which students can to transfer out of En Lang to mainstream En at any point during their course without disadvantage to the continuity of their study.
Also, Dr Anna Margetts of Monash University Linguistics Program tells me that there is a textbook. I presume she is referring to a later one than the 2001 text.
