Maybe the eLearning list would have been better? Maybe not? so I have cross posted my answer there

If you use web dav you can set up so that every student can access their windows home directory on the network.
You need to make sure your NTFS permissions are set correctly to allow traversal of relevant folders etc. Web Dav is a service running behind / in front of IIS and Google is your friend here!!

There are some issues with certain apps wanting to save locally in the app - itunes can get it out but you can also share back to the webdav to the home directory.

Your teachers will need to become used to saving as pdf for ease of use on ipad - not mandatory but it makes it nicer.
I also would invest in pdf annotation app for th e ipads - e.g. i use neu annotate cause i purchased it on special

Note also that apple now has volume licensing in Australia. There is also a comprehensive technical manual on apple website about setting up ipads for group sync and deployment etc. Maybe google will pint you to simpler user instructions? 
The tech manual might also mean that if you were willing to sacrifice your "free time" for no pecuniary reward then you could do a fair amount of the setup yourself.

LOTS of primary schools use ipads as multiuser !!
BTW the ipad does not have a HDD it uses Solid state storage. All apps are totally sandboxed but they do store "data" inside the app.
One can reimage the ipad - and sync over wifi and it does not take long. e.g. compared to a windows machine.
also with the ipad there is less room used by the OS.
Suggest you ensure that apps are all killed regularly as in dormant state they can occasionally sometimes perhaps interfere with OS access to the network. dont know why or how or what but that is an empirical observation.
Power cycling (actually powering off) at least once per month is usually enough.

Also on a side note: I recommend to my students that they install Temple Run (a game) to facilitate confidence with using tilt, movement multiple fingers etc. (also drag the rope free version and angry birds free)
Also google drive, Chrome, the age, coloruncovered (try it), TED, Kindle, find iphone, Popplet (there are other mind map apps) or popplet lite, dropbox, skydrive (for windows hotmail cloud store), clickveiw app, nearpod, 
also cloudon - a new one with which  I am experimenting, 

would be interested in a report back on what happens!
