Yes, you can't charge parents for NSSCF. 

There is a lot of documentation that has been developed from the netbook
trial that would help you. But again it has to be only for purchases or
leases not funded via NSSCF.

Just remember you can't charge for use of equipment bought with NSSCF
money.
