[elearning] Online media, tagging and voting

OK Paul some ideas;

1. Install and configure Joomla ( a very cool CMS if you are not 
familiar with it) and then there are any number of extensions you can 
add that will do the job; browse here http://extensions.joomla.org/

2. Have a look at Mahara, does digiports (magnificently) and has a full 
social networking/multimedia capacity. Fairly simple to set up, needs 
MySQL and PHP see at www.*mahara*.org

3. If you want something really stripped down then look a something like 
Croogo

4.  Try this link for some other ideas
