The SAC assessment info is contained in the Advice to Teachers link, under the study design link on the VCAA PD&T webpage. There are learning activities, sample approaches to developing a task, and performance descriptors for each SAC (http://www.vcaa.vic.edu.au/Pages/vce/adviceforteachers/pdt/perfdescriptors.aspx)
